The idea is to use various two axis plates as builders.
The models above show that the end effector holding the plate needs to pivot up and down to tilt the plate, the end effector pair needs to rotate along longitudinal axis in order to compensate, and the end effector needs to slide along the plate while simultaneously holding on to it. This might not be trivial.
Though the pivot and the rotation might not be too difficult to do (might even do it passively), the most difficult part I envision is how to hold on to the plate while simultaneously moving along it. Current thoughts are to use rollers at the end of the effector that squish the plate, or a track where the plate cannot be physically removed from the end effector.
